Nusa Dua Property: Living on the Sawangan Coast

A micro-location guide to Sawangan, the quiet southern edge of Nusa Dua: what living beside established five-star resorts gives an owner day to day, and what to verify on a plot before you buy.

In brief: Sawangan is the quiet southern edge of Nusa Dua, the planned resort district on the Bukit coast of south Bali. Owning here means beaches you can walk to, five-star hotels as next-door neighbours and an easy run to the airport. It also means one question matters more than in most of Bali: what the land under your villa is zoned for. A plot can be hotel land meant for short stays or residential land meant for long-term living, and the two are not interchangeable.

Where is Sawangan, and how does it relate to Nusa Dua?

Nusa Dua is not a village that grew into a resort. It was planned as one. According to InJourney Tourism Development Corporation (ITDC), the state-owned company that manages it, development began in 1974 as the World Bank's first tourism project in Indonesia. ITDC states that for more than 40 years the estate has adhered to the zoning, shoreline boundaries, landscaping, utilities and security design of a master plan prepared in 1972, and that it now holds 19 starred hotels with around 5,000 rooms, two international convention venues, a golf course and a hospital.

Sawangan is the stretch of coast immediately south of that estate, along Jalan Raya Nusa Dua Selatan in the Kuta Selatan district of Badung Regency. The St. Regis stands at the southern end of the ITDC estate; the Mulia and the Apurva Kempinski stand in Sawangan itself. It is quieter than the central hotel strip, and its beach, Pantai Sawangan, is framed by large resort grounds. For a buyer, two things follow. The planned estate next door and the large resorts that followed it south set much of the area's character. But outside the ITDC estate, what a given plot may be used for is set by the regency's spatial plan, not by the estate master plan, which is why the zoning section below matters.

What does living next to five-star hotels give an owner day to day?

Beaches on foot

In much of Bali, "near the beach" means a scooter ride. In Sawangan it means a walk. Pantai Sawangan is about two minutes from Aravita and five minutes on foot from Satori. That changes how a house is used: a morning swim before breakfast, an evening walk without planning it, children who can get to the sand without a car.

Hotel-grade surroundings

The Mulia, the Apurva Kempinski and the St. Regis all stand within a kilometre of Satori and Aravita. Large international resorts maintain their grounds, beach frontage, lighting and security to a brand standard, and they bring restaurants, spas and beach clubs that are open to outside guests. An owner gets the benefit of that upkeep and that choice without paying for it through their own service charge. The surrounding land use is also mostly settled: resort estates rarely turn into workshops or nightlife strips.

Airport access

Satori is about 20 minutes from Ngurah Rai International Airport and Aravita about 25 minutes, depending on traffic. For owners who split the year between Bali and another country, that matters more than it sounds. Ngurah Rai is a busy international hub: BPS Bali, the provincial statistics office, recorded 6,948,754 direct foreign arrivals to Bali in 2025 and 39,115 international flights departing the airport. A home on the south side of the island avoids the long cross-island drive that owners further north plan around.

What it does not give you

Sawangan is not a nightlife district or a surf town. Evenings are calm, and the dining is mostly inside resorts rather than on a street of independent cafes. Buyers who want a busy village scene will find it in Canggu or Uluwatu. Those who choose Sawangan usually choose it for exactly that quiet.

Hotel land or residential land: what decides how you can use a plot?

In Indonesia, owning or leasing land does not settle what you may build on it or how you may use the building. That is set by spatial planning. For Kuta Selatan, the operative instrument is the detailed spatial plan (RDTR) adopted as Badung Regent Regulation No. 59 of 2021 for 2021 to 2041. Under Government Regulation No. 21 of 2021 on spatial planning, an RDTR divides land into zones and sets which activities each zone allows.

Using land for an activity also requires a spatial conformity approval, known as KKPR. Under the same regulation, a KKPR for a business activity is obtained through the OSS licensing system (Articles 97 to 100). Where a detailed spatial plan exists and is integrated with OSS, as it is for Kuta Selatan according to the Bali provincial spatial portal, the location and the proposed activity are checked against that plan (Articles 102 and 103), and the result is an approval, in full or in part, or a rejection with reasons (Article 98 and its elucidation).

The building is regulated separately. Under Government Regulation No. 16 of 2021 on buildings, the function of a building is written into its building approval (PBG) and its certificate of fitness for use (SLF), and a change of function requires an amended PBG (Article 11). A villa approved as a private house is not automatically approved as tourist accommodation. An owner who does not comply with the function set in the PBG faces administrative sanctions that range from a written warning to suspension of use, freezing or revocation of the PBG or SLF, and an order to demolish the building (Article 12).

The plan itself is not frozen. A policy brief published on 28 September 2026 on Tarubali, the Bali provincial spatial information portal, addresses the preparation of the next Kuta Selatan RDTR and lists the new Badung spatial plan (Regional Regulation 4 of 2025) and the Bali provincial plan (Regional Regulation 2 of 2023) among the policies it must be aligned with.

How do Satori and Aravita differ on land use?

Satori: hotel land, run as a resort

Satori is 38 villas and 116 hotel rooms on a 1.5-hectare plot, operated under the Accor brand. Its amenities are those of a resort: a restaurant, a pool bar, a spa, a fitness room, a kids' room, coworking and 24/7 concierge. Aravita: residential land, built for living

Aravita is a gated, fully pedestrian Japandi villa club of 75 villas, zoned for long-term residential use. It is designed for long-term living only, from a month upward, and it is not offered as a short-stay rental product. Inside the gates sit a sunset lounge, a kids club, a spa, a yoga shala, two restaurants, a community centre and a gym, all reachable on foot. Delivery is scheduled for Q2 2028. Neither format is better in general. A buyer who wants a home with hotel services and a professionally run operation is looking at hotel land. A buyer who wants to live in Bali for months at a time, among neighbours who also live there, is looking at residential land. The mistake is buying one while planning to use it as the other.

What should you verify on a Sawangan plot before you buy?

  • The zone on the map. Ask for the plot coordinates and the RDTR zone they fall in. A village name is not enough near a zone boundary.
  • The activity the zone allows. A zone label is read together with its activity rules: permitted, permitted with conditions, or not permitted.
  • The KKPR. Ask to see the spatial conformity approval for the project and check that the activity it names matches what you are being sold.
  • The building function. Check that the PBG names the function you intend: tourist accommodation for a short-stay villa, housing for a long-term home. Ask when the SLF is expected.
  • The business classification. For a project sold for short stays, ask which KBLI code the operating licence uses and who holds it.
  • The tenure and the lessor. Read the lease term, the extension mechanism and whether you contract with a registered company or an individual.
  • Coastal setbacks. For plots near the shore, confirm the setback line and any coastal protection rules that apply.

How do I check the zoning of a plot in Nusa Dua?

Ask the seller for the plot coordinates and the KKPR, then have them checked against the current Kuta Selatan RDTR by a licensed notary or a planning consultant. Because a new RDTR is being prepared, confirm which version applies on the date you sign.
