MEP in a Bali Villa: Electrics, Plumbing and Testing
The hidden engineering of a villa decides its running costs and its downtime. What the electrics, plumbing, climate, pool and lift systems should consist of, and how and when each one is tested.

A Bali villa's electrical and plumbing systems, the MEP (mechanical, electrical and plumbing), should be designed, documented and tested before walls and floors close over them. Ask for the single-line diagram and as-built drawings, residual current protection on socket circuits, a pressure test of the water lines before they are covered, and the government certificates that follow: the SLO for the electrical installation and the SLF for the building. Climate, pool and lift equipment should be commissioned and tested before handover, with the records in your hands.
What does MEP in a Bali villa include?
MEP covers everything that makes a building work rather than stand: the electrical supply and distribution, lighting and power circuits, earthing, water supply, hot water, drainage and wastewater, air conditioning and ventilation, the pool plant, and, in larger buildings, lifts. In a villa these systems are dense. A single pavilion can carry several air-conditioning units, a pool pump, water heaters, a kitchen and outdoor lighting, with pipes and cables sharing the same walls.
In the tropics these systems work harder: air conditioning runs most of the year, salt air reaches every exposed connection, and heavy rain tests every drain at once. Switchboards and protection: what a safe villa installation looks like
Indonesia's general requirements for electrical installations are set out in PUIL 2011 (SNI 0225:2011), which is based on the international IEC 60364 series. One provision of that series every buyer should know is additional protection by a residual current device. IEC 60364-4-41 requires an RCD with a rated residual operating current not exceeding 30 mA for AC socket-outlets rated up to 32 A that ordinary people use for general purposes, and for mobile equipment up to 32 A used outdoors. Around a pool and wet terraces, that protection matters most.
A well-built switchboard is easy to read. Look for the following when you walk through a finished villa or a show unit:
- Circuits divided by use: lighting, sockets, air conditioning, kitchen, water heating, pool plant and outdoor circuits on separate breakers, so one fault does not take down the whole house.
- Residual current protection on socket, bathroom, kitchen and outdoor circuits, and a test button the owner can press.
- A printed circuit schedule inside the door that matches the labels on the breakers.
- Equipment from a recognised manufacturer, installed in an enclosure suited to the location: humid service rooms and outdoor boards need a higher ingress protection rating than an indoor cupboard.
- An earthing system that has been measured, with the result recorded.
The SLO: the electrical certificate to ask for
Under Minister of Energy and Mineral Resources Regulation 12 of 2021, every low-voltage electrical installation must hold a Sertifikat Laik Operasi (SLO), a certificate that the installation functions as required and is ready to operate. It is issued by a low-voltage technical inspection body (Lembaga Inspeksi Teknik) after inspection and testing. The certificate for a low-voltage installation is valid for up to 15 years and lapses if the capacity or the installation is changed or reconditioned. The Ministry's SLO procedure applies this to low-voltage installations from 450 to 197,000 VA, the range that covers most villas. When you buy, ask for the SLO, and if the villa has been extended or rewired since, ask whether it was renewed.
Cable routing and as-built drawings: the documents that save repair time
Once a wall is plastered and tiled, nobody can see where the cables and pipes run. The only record is the drawing. Two documents matter: the single-line diagram, which shows how power flows from the meter through each board to each circuit, and the as-built drawings, which show where every cable, conduit and pipe was actually laid, including any change made on site.
These documents are not a courtesy. Government Regulation 16 of 2021 on buildings requires every building with an electrical installation to be safe and reliable, with technical provisions covering the power source, the installation, the electrical panels and the earthing system, and it requires a Sertifikat Laik Fungsi (SLF), a certificate of functional fitness, before a building may be used. Published SLF service standards, such as the one issued by Magetan Regency, list the as-built drawings and the results of testing and commissioning of building equipment among the documents for the application. Plumbing: pressure tests, drainage and hard water
Indonesia's plumbing standard, SNI 8153:2015, Plumbing Systems for Buildings, was developed with the International Association of Plumbing and Mechanical Officials (IAPMO) on the basis of the 2012 Uniform Plumbing Code. Its testing chapter is short and specific. The drinking-water system must be proven watertight by a hydrostatic test with drinking water at no less than twice the maximum working pressure for the building's height, held for 30 minutes without leaks or pressure loss, and this must be done before the pipes are buried or closed in. Water tanks must show no sign of leaking for 24 hours after filling. Drainage and vent pipes are tested by water, air, smoke or peppermint methods, for example with a 3-metre water column held for at least 30 minutes.
The sequence matters: a leak found after tiling means breaking the finish. Ask the developer when the pressure tests were done, at what pressure, for how long, and who signed the record.
Hard water and groundwater quality
Water quality is a design input, not an afterthought. A 2006 study of coastal groundwater in Badung found several parameters, including hardness at Tanjung Benoa in the dry season, above the class-one water standard. A 2025 study by the Badung research agency mapped seawater intrusion along the North Kuta coast, tested 32 wells for parameters including chloride, salinity and hardness, and found the most severe intrusion around Kerobokan Kelod, where it predicts rising chloride and falling water quality. It recommended limiting groundwater extraction and strengthening the public PDAM network.
Conditions differ between sites, so test the water where the villa stands. Hard or brackish water leaves scale in heaters, mixers and pool equipment and shortens their life. The right answer depends on the result: filtration, softening or a different source. Ask what the supply is (PDAM mains, a well or both), whether the water was tested, and what treatment was designed in.
Climate and pool equipment
Air conditioning in Bali runs for long hours in humid air. What a buyer can check: that each indoor unit has a condensate drain that falls freely to a proper outlet, that refrigerant lines are insulated along their whole length, and that outdoor units sit where they can be serviced and where their airflow is not blocked.
The pool plant is a small industrial installation: pumps, filters, dosing and often heating, with electricity and water in the same room. It should be on its own protected circuit, in a ventilated and drained plant room, with access for maintenance. The pool shell itself is structure. Ask whether it is covered by the structural guarantee.
Lifts in hotel blocks and larger buildings
Villas rarely have lifts, but branded hotel blocks and apartment buildings do, and a lift is the most regulated piece of equipment in them. Minister of Manpower Regulation 6 of 2017 requires inspection and testing at every stage from design and installation to use and repair. The first inspection before handover to the owner covers, among other items, the match between design and as-built drawings, the machine, ropes or belts, the safety gear and governor, the electrical installation, the automatic rescue device and the earthquake sensor where one is fitted. After that, periodic inspection and testing take place at least once a year, by a specialist labour inspector or a lift safety (K3) expert appointed by the Minister. The owner or building manager must keep the documents from design through to testing; ask to see that file.
When is each system tested?
The table sets out when the main tests happen and what record to ask for. Most of them must happen before the system is covered or before handover; afterwards, they can only be repeated at a cost.
